Compared to the 2021 licensing round, the KSA adopted a more granular and stringent approach to its licence renewal process. This was expected following new policy rules set out by the regulator in September 2025.
One such rule was for licensees that had faced compliance enforcement during the five years operating in the Netherlands.
At the time KSA announced: “Providers that made mistakes in the past five years must explain during the application process how they have learned from previous mistakes and how they intend to prevent recurrence. If we find this explanation insufficient, the permit may be denied or additional conditions and restrictions may be imposed.”

The African Responsible Gaming Network (ARGN) launched on Monday, with the aim of strengthening player protection and tackling gambling-related harm.
The initiative brings together stakeholders such as responsible gaming organisations, researchers and treatment specialists.
It is said to mark a “significant step forward” in addressing gambling-related harm across the continent, facilitating relationships between representatives from a number of countries both inside and outside Africa.

Operators may not use data from individuals who have self-excluded, are undergoing treatment, or have requested to block marketing in order to attempt to reactivate them. Repeated or intrusive messages and offers directed at users who have reduced their gaming frequency, registered significant losses, triggered limits or shown signs of risky behaviour are also prohibited.
The text also bans exploiting situations of economic crisis, unemployment, debt, emotional distress, grief, anxiety, depression, loneliness, or other conditions of vulnerability to attract, retain or reactivate gamblers.
Operators must maintain permanent mechanisms for age verification, self-exclusion, voluntary time and wagering limits, and information on the user’s own gambling behaviour. Self-exclusion must be effective with all authorised operators.
